The National Highway Traffic Safety Administration (NHTSA) will be administering the program. Car dealers, not consumers, will need to register for the program on http://cars.gov; the official Federal website.

Ford and Chevy Popular Clunker Targets
Data collected on CashForClunkersFacts.com, a consumer resource that has been following the bill for months, may present the first published data-based prediction of how consumers will be using their $3,500 or $4,500 credits that will be available for qualified "clunkers" on July 24, 2009.
Ford and Chevrolet vehicles are projected to be the most popular models traded in for a new car purchase under this program as shown by charted data below.

The Cash for Clunkers Facts blog analyzed over 24,000 consumer responses; 4,900 of the consumers (20%) plan to trade in a Ford car or truck for their CARS credit. In second place with 3,458 responses, 14% of consumers plan to trade in a Chevrolet car or truck.
What Consumers May Purchase
When looking at the OEM manufacturers that consumers plan to purchase, the data indicates that Honda and Toyota dealers will benefit the most followed by Ford and Chevrolet.Ford may be in the best position to market to their existing customers and sell them on the idea of purchasing a new Ford car or truck that qualifies for the credits provided by the NHTSA Car Allowance Rebate System (CARS).

Toyota Cars Rank Second in Cash For Clunkers Survey
A new website dedicated to providing information on the proposed bill has collected data which suggests that Toyota cars are among the most desired fuel efficient cars on the market. Toyota car models are the second highest choice of consumers seeking to purchase a new fuel efficient vehicle, edging our Ford who formerly held second place.
Toyota has an extended line of fuel efficient cars, the most popular being the Prius, which earns about 48 MPG/city and 45 MPG/highway.If the Cash for Clunkers bill is signed into law this summer, it could mean big money for Toyota dealerships across the country. The bill is expected to move about 1 million new, fuel efficient cars, helping improve environmental conditions and preparing the US to become less dependent on foreign oil.
Cash for Clunkers Bill
The Cash for Clunkers legislation would allow consumers driving old vehicles to receive a voucher for up to $4,500 to put towards a new, more fuel efficient vehicle. The bill would help improve environmental conditions and position the US to be less dependent on foreign oil. According to the proposal, consumers would get a $3,500 voucher if they trade in a car that gets less than 18 mpg for a new car with mileage of at least 22 mpg.Vouchers of $4,500 would be awarded if the new car gets at least 10 mpg more than the old.
